udp vs tcp, persistent sessions

Hello,

i like to switch rsyslog from udp to tcp on our 300 Linux server.
Our firewall team has ask some questions i have to answer to do that.

I read some articles, but could not find a proof for one question:

If we change from udp to tcp: will the tcp session by persistent between the "client" and the "server", even if there are none messages?

Are there articles i can quote?
