rsyslog won't connect to remote address

Hi,

I'm using rsyslog 7.4.7 on CentOS 7 and trying to send to a remote system. If I run rsyslog directly, it connects:

/usr/sbin/rsyslogd -n &

However, if I start the rsyslog service, it won't connect to the remote address.

systemctl start rsyslog.service

The config checks out OK (using -N1), and The service config is fairly standard:

[Unit]
Description=System Logging Service
;Requires=syslog.socket

[Service]
Type=notify
EnvironmentFile=-/etc/sysconfig/rsyslog
ExecStart=/usr/sbin/rsyslogd -n $SYSLOGD_OPTIONS
StandardOutput=null

[Install]
WantedBy=multi-user.target
;Alias=syslog.service


Has anyone seen this issue before?
