rsyslog as a passive receiver on Windows

I'm trying to use the RSyslog Windows Agent (v4.2.0) as a passive receiver but get the following error when I hit the Retrieve Messages button.

Failed to connect to Server: '<IP 4 here>:514
Details: System.Net.Sockets.SocketException: No connection could be made because the target machine actively refused it <IP 4 here>:514
at System.Net.Sockets.Socket.DoConnect(EndPoint endPointSnapshot, SocketAddress socketAddress)
at System.Net.Sockets.Socket.Connect(EndPoint remoteEP)
at adiscon.configuration.client.frmToolsPassiveSyslog.RunSyslogRetreiveThread()

Changing the IP to the machine the messages are being forwarded from makes no difference. I just need it to accept messages on UDP port 514 and expected it to be able to do this out the box. What do I need to configure for this to work?
