This is a "catch-all" type of error that unfortunately does not provide any specifics. A good way of tackeling this is by complaining in the rsyslog forums, where you will most probably be asked to provide some debug log. In my case it's because one of the logs files was setup to a log directory that did not exist, and rsyslog was running under an account that did not have permissions to create it the directory.
