Hello,
I stumbled across your FAQ page while researching error 1904 for a product
I am helping to develop. The page I am reffering to is

the error I am having problems with shares the similar error code, I have
had your exact error message while testing a different product that I am
helping develop. There is a simple solution to this problem.
1) Make sure that the system in question indeed has the msxml3.dll file
reffered to in the error.
2) Go to the Start button and select Run.
3) Type the following: REGSVR32 MSXML3.DLL
4) Click okay on the confirmation window. (If you get an error message at
this point read my *NOTE* below.)
This will manually register the library into memory and resolve your
errors with MSXML3.DLL.
*NOTE* My experience with this issue is when a user attempts to install
the product without meeting the minimum requirements (IE 5 or better).
Additionally, my testing on this issues proves that simply updating IE did
NOT resolve the issue. However, running the above fix, AFTER installing the
minimum requirements fixes the issue.
