I am a newbie to phpLogCon and was wandering if there is anyway to have phplogcon send an email should a particular set of rules are met.

Example:

Severity is err, critical, or alert and in the message field - something that could be tagged lets say Ray.

If I understand you correctly, that's something better done on the rsyslog side...
