Problems with shuting down and restarting WIN XP

I have Windows XP Professional Service pack 1.When I try to restart or shut down system there is no response.

First of all, make sure that you have sufficient rights to shut system down.
Possibly there are one or several processes running that can not be terminated by the system while shutting down.
Try to close all programms that are running, then open the Task Manager and manually kill all processes that not belong to the SYSTEM User Name.
Investigate Event Viewer for Application and System errors.
