Double Timezone Offset?

I am getting syslog messages on my events page that are time stamped 5 hours earlier than they occurred. I think that my timezone may be being applied twice somewhere. The messages come from the hosts to the syslog server properly timestamped. I can't determine if it is a PHP setting or a MySQL setting.

Found it!

In the install root of phpLogCon, there is a file called config.php. It has a line that reads " define('_UTCtime', 1);". I changed it to " define('_UTCtime', 0);" and now my datestamps are showing up correctly!
