Intranet Setup

I have Windows Server 2003 and I would like to create an Intranet can anyone help? I go into server managerment then internal website. I have tried to create a new site but it always comes up saying cant find the site. Someone mentioned I might need sql to set up an intranet.
Also is there any templates which I can use for my intranet?
