Success!
First I tried reinstalling NewsMerge from my previous download (a zip file). For some reason, that did not work.
Then I downloaded a new copy, the exe file, and installed it under the other user. At first, only the manual appeared in the Applications list in the new user; but I went into the directory to run it from the exe file, and it installed, and allowed me to install a new POP3 server for the new program. The new dedicated address works.
