We have a user that tries to login and periodically his password does not work. He is not locked out. He waits and tries again a few minutes later and it works. This is happening from time to time. Is there a log that we can review that will help us diagnose the problem?

this problem is not related to Password Manager, so it has moved here.
Research the security Eventlog on your Domaincontroller to find out if there are any error codes that could help to solve this isssue.

There can be millions of reason for such problems.
