Virtual Memory monitor "stuck"

I have configured a rule to send an e-mail when the virtual memory gets above X%.

The e-mails get sent fine when the level is triggered

The problem is that it keeps sending them once the memory usage drops below the threshold.

If I restart the service then the e-mails stop

Any ideas?
