What are the plans for UTF8 support?

How well does rsyslog (version?) conform to RFC 5424, and is there a test suite?

For UTF-8 discussion, see the rest of the mailing list thread you quote. There is no currently scheduled task to implement it (no time currently, very few requests, thus very low priority).

RFC5424 is fully supported (except UTF8, as stated). rsyslog was used as testbed for RFC5424.

Regarding the test suite: do you mean an officia.l RFC5424 suite? Such a thing does not exist. rsyslog contains RFC5424 tests in its own test suite.
