The Windows 98 setup disk should provide the ability to reformat the complete hard disk. Anyhow, if you have problems with this, you might want to obtain a DOS disk from a running system (a friend?). Make sure it has fdisk on it. After boot, you can run fdisk to delete the partitions. The, go back to the OS setup (e.g. Win98) and run it.
