I'm testing rsyslog for a FreeBSD/OpenBSD hybrid environment and would like to use the stable branch rather than beta/dev. Thanks for the help!

Yes and No 
It does not, but the bug does not exist in that code base. It was introduced by an enhancement of imklog, which is not present in 3.16.2.
