Whenever rsyslog is writing syslog messages to file, how does it handle the files it is writing to? Does it try to obtain a lock on the file or leaves that as an exercise for the OS? If it uses file locks, when does it acquire and release file locks? Does it always append to the configured file or can it truncate any existing data in the file?
