I want to give developers in our team access to the Web server and allow them to create Websites & Virtual Directories. Can this be achieved without giving them the Administrator password?

Is there any Builtin Group that allows this or probably a Registry entry to allow a certain group access to IIS?

Sure you can create new users for them and add them into the "WEBSERVERSNAME Authors" group. That should give them sufficient rights.
