I ask because i dont know.

Is there an easy way to create a program that is constantly running, and inserts all events into a database as they occur.

I have this school project where i am supposed to detect file modification and by what user. so if a file is basically touched at all, we want to know when and who the user was.

Any help is appreciated, or if anyone can point me in the right direction to get started.

First you should check what operating system you are working on and if that operating system has the ability to do that.
