Do the BACKUP Operator Group at the Domain level have backup rights
over the entire domain or do I have to add the required user to the BACKUP Operatore Group on each local server?

The Domain Backup Operator's Group has rights to backup the PDC and BDC's in the domain. Add the Domain Backup Operator's Group to the Members server Local Backup Operator's Group and you should be golden.
