im just wondering if phplogcon could send email or sms (just like argus) for alarming data logs set by the system administrator. thanks.

Hello,
no this is not possible, because it would require phpLogCon to have an active data-polling part. As of our view, this is a function that is better suited in the receiving syslogd, which does not need to poll anything.
